Introduction
We are going to implement PAN Localization Phase-II Project in 5 different Access point, of Myagdi, Kaski, Chitwan and Rasuwa Districts of Nepal. For this purpose we have selected three government schools in Nepal wireless project (NWP), one community library and one community based telecenter. Among these centers 4 are supported by E-Network Research and Development (ENRD) and run by Himanchal higher school, Nangi and one is supported by Rural Education and Development (READ-Nepal).
The main objective of this PAN Localization Phase- II project is to introduce localized based ICT tools to the rural people, which will directly increase digital literacy and their livelihood. The mission of the program is to train 155 end-users in the 5 different centers. Each participants of this project will be taken as ICT leaders in these respective areas. Our vision is to handover ICT leadership to the community who can locally plan and design ICT based project.
To identify the projects impacts and outcomes this project will run under the framework of Gender Evaluation Methodology and Outcome Mapping methodology.

Vision Statement
The community people women, farmers, teachers, students and youths use localized computing technology more efficiently in the various fields they are involved to receive social services delivery system. The community groups have enough technical capacity to generate and use locally relevant content to improve their living standard and make their life more enjoyable. Such benefits of technology is accessing by equal participation of gender, marginalized community and ethnic group. The model, the experiences and the techniques and methodologies developed by the project are replicating in other villages of country.
Mission Statement
The project will focus mainly on building the capacity of local community people from 5 different groups to use and deploy the localized computing technology in their daily activities. The program will encourage equal participation of community and organizations accessing the technology and generating locally relevant content and display them in internet in local language
Boundary Partners 1: Farmers
PAN Phase II program wants to see to enhance the capacity of farmers to use localized computing technology. They need to build their capacity to use ICT in their local language and local content. They are able to generate culturally relevant content and also share among their circle in digital format. The trained and competent ICT users from farmers group will form a viable network among their colleges of different PAN Phase II Project sites that are capable of exchange and share of lesson learns, success stories and important tips from their web based portals. At least 30 farmers would be digitally literate and build their
Boundary Partners 2: Women
PAN Phase II program wants to see to enhance the capacity of women to use localized computing technology. They need to build their capacity to use ICT in their local language and local content. They would able to share their knowledge and skills of local contents using localized computing technology. They are able to generate culturally relevant content and also share among their circle in digital format. The trained and competent ICT users from women groups will form a viable network among their colleges of different PAN Phase II Project sites that are capable of exchange and share of lesson learns, success stories and important tips from their web based portals. There are at least 30 women from different five tele centers who are capable to use and share digital knowledge in their local content.
Boundary Partners 3: Youth
The PAN Phase II project intends to see youths community equally participating for accessing and use of localized computing technology in their daily activities such as communications, online business, information and knowledge sharing by relevant content in different themes. Youths have enough skill to use and access of the localized computing technology. They are able to generate culturally relevant content and also share among their circle in digital format. The trained and competent ICT users from youths group will form a viable network among their colleges of different PAN Phase II Project sites that are capable of exchange and share of lesson learns, success stories and important tips from their web based portals.
Boundary Partners 4: Students
PAN Phase II program wants to see to enhance the capacity of students to use localized computing technology. They need to build their capacity to use ICT in their learning process with local language and local content. They are able to generate culturally relevant content and also share among their circles to collect and impart their knowledge in digital format. The trained and competent ICT users from students groups will form a viable network among their colleges of different PAN Phase II Project sites that are capable of exchange and share of lesson learns, success stories and important tips from their web based portals. There are at least 30 students from different five tele centers who are capable to use and share digital knowledge in their local content.

PAN Phase II program wants to see local people to recognize the importance of and engage in to encourage citizens to use the localized computing technology, gathering the contribution and establishing the partnership with other community members within their area. They are able to demonstrate and influence their digital skills on localized computing technology so that they can contribute for expanding similar program around the area. Identifying ICT as important component in the community development local authorized bodies' priorities and plan the ICT sectors in their annual development activities.
