ICT Competency Standards
A good working definition of Competency Standards is shown in the VET in Schools website (

"
Competency standards are statements of the skills, knowledge and attitudes expected of people in various positions and roles in the workplace.
Competency standards documents do not describe the levels of competency for specific occupations. They describe the progression of competency from the performance of simple tasks to the performance of more complex tasks. Simple tasks constitute the work of members of semi-skilled occupations and more complex tasks describe the work of more qualified and experienced occupations, which often include managerial duties.
The use of competency standards does not imply new standards of performance or indicate a desire to force people to work harder. They provide guidance on how people can work better. They express what should be best practice for those working in the industry now and in the future.
Competency standards contain the latest information on new technology and indicate better ways of doing things and can thus assist in technology transfer.
The Key Competencies also form part of the competency standards. Each competency standard identifies any underlying requirements to communicate ideas and information; collect, analyse and organise information; plan and organise activities; work with others and in teams; use mathematical ideas and techniques; solve problems; and use technology.
In summary, standards set the benchmark for performance. The primary purpose of the national competency standards is to guide the design and development of training programs and to list the conditions for awarding national qualifications.

NATIONAL ICT COMPETENCY STANDARDS (
Philippines)
The Commission on Information and Communications Technology (CICT) defines the National ICT Competency Standards as "the knowledge and skills an individual must possess at a recognized level of competence in specific ICT fields/areas. Knowledge and skills in competency areas are presented generally with specifics on essential areas of learning and performance indicators, but avoid reference to specific vendors, versions or equipment. Thus, it allows flexibility in the adoption of the standard while preserving the general requirements for competence.
Each competency standard provides a common framework of expectations among government, business, educators, workers and students, such that:
* Government & business are assured of manpower with the guaranteed ability to perform;
* Educators can discern the competencies on which curriculum is based;
* Workers understand what is expected to be performed and be more efficient & productive; and
* Students know what they need to be able to do. "
